"However the union continues to argue their remaining original claims including higher
pay," the spokesman said.

"We recognise that legislation provides for such a course of action, however the approach
by the unions to focus and direct resources into industrial disputation will not, in our
view, assist in the timely finalisation of a new enterprise agreement."

QLD:Escapee found in wetlands to face court

BRISBANE, Aug 25 AAP - A prisoner who ditched police at Brisbane airport and swam across
the Brisbane River before he was recaptured will face court on Wednesday.

Victorian homicide detectives had taken Kayd Thorp, 24, to the airport to extradite
him to Victoria but he escaped at about 3pm (AEST) on Tuesday.

He was recaptured in wetlands near the airport at about 9.40pm.

Thorp, formerly of Point Lonsdale, near Geelong, will face a charge of escaping lawful
custody when he appears in the Brisbane Magistrates Court on Wednesday.

He had fled to Queensland in April after being charged in Victoria with a string of
offences, including intentionally causing serious injury over the death of another Point
Lonsdale man, 49-year-old Clint Bassett, in February.

Police allege Thorp attacked Bassett, who later died. Thorp is likely to face further
charges over the matter when he returns to Victoria.

He's also been charged with assaulting an off-duty police sergeant and threatening
to kill him and his partner outside a hotel at Queenscliff, near his home.

The Victorian Treasury supplied calculations to Fairfax newspapers estimating the state
government would be bleeding $1.4 billion in funds to meet Canberra's health reform targets.

But Ms Roxon said Mr Brumby did not raise that issue during a meeting with her department
officials on Saturday.

"Despite a constructive two-hour meeting yesterday, the first time our office was given
that figure was by The Age newspaper last night," a spokeswoman for the minister told
AAP.

"Mr Brumby has been very poorly briefed and it does raise questions about their overall
approach."

The federal opposition says the RUDD government's decision to spend 26 billion dollars
on road and rail projects is the right thing to do .. but it should have happened eight
months ago .. instead of cash handouts.

The states and territories have signed up to a record investment in federal roads and
rail infrastructure which will include funding for upgrades of the Pacific and Bruce highways.

Opposition infrastructure spokesman ANDREW ROBB says it's the first thing the government
should have done .. to protect Australia from the ravages of the global financial crisis.

He's told the ABC if it had acted seven or eight months ago .. like China .. Labor
wouldn't have needed two more stimulus packages containing billions of dollars of cash
handouts.

Treasurer WAYNE SWAN says that for every dollar spent on cash bonuses .. Labor has
committed two dollars for infrastructure projects .. including in schools and public housing.

PERTH, Dec 21 AAP - The Australian navy has tackled extremely difficult circumstances
to pluck French sailor Yann Elies from his yacht 1,200km south of Perth, the Royal Flying
Doctor Service (RFDS) says.

The yachtsman broke his left thighbone during the Vendee Globe round-the-world race
on Thursday night and was rescued by an Australian navy frigate which left HMAS Stirling
navy base, south of Perth, on a special mission on Friday.

Elies had not had any pain relief for 48 hours until RFDS medico David McIlroy and
officers from HMAS Arunta boarded his yacht on Saturday.

RFDS medical director Stephen Langford on Sunday said Dr McIlroy had described the
rescue as "probably the most exciting but also most physically demanding rescue he's ever
done".

"The thing that's different to this rescue compared to (the rescues of sailors) Isabelle
Autissier and Tony Bullimore and those guys is that they were effectively ... fully abled
sailors who were being rescued from vessels that had broken," Dr Langford told AAP on
Sunday.

"Whereas in this case you're actually trying to take someone off who is ... seriously
injured and are unable to help clamber off the boat themselves and that made it all the
more difficult."

The Vendee Globe website said Elies was diagnosed with a fractured left femur and several
broken ribs.

"In those sorts of conditions, really cramped, the boat banging around and he was trying
to put in an anesthetic block to block the nerves in the yachtsman's leg to take away
some of the pain, and then put some IV fluids in and some other pain relief," Dr Langford
said.

"They ... managed to splint his leg and get him in to a rescue stretcher and then had
to transfer that stretcher across from the yacht to the inflatable boats with lines on
each end.

"That's a difficult sort of thing."

Network Ten reported on Sunday that the Arunta was due to dock in Fremantle on Monday.

A Defence Department spokesman said on Saturday night that Elies was in a serious but
stable condition.

"He is very tired after the past 48 hours, but has been able to ring his wife," Dr
McIlroy and medical officer William Bee were quoted as saying on the Vendee Globe website.

Paramedics are on standby outside the three-storey building but it is not known if
anyone is inside, an ambulance spokesman told AAP.

Smoke continues to come from the building, where a men's clothing store occupies the
ground floor, as fire crews hose the blaze from two cherrypickers above.

Neighbouring buildings, including the Hilton Hotel, have been evacuated, ABC Radio
reports, although NSW Fire Brigades are now saying the fire is under control.

Police have now also closed Pitt Street between Park and Market streets, with the road
closures expected to cause significant inner-city traffic delays for the start of the
working week.

.. following a state government decision to lift allocations despite the ongoing drought.

Premier MIKE RANN says improved inflows to the Murray-Darling Basin in recent weeks
.. along with lower than expected losses .. has improved the amount of water available
to local farmers.

Allocations had already been lifted from 16 to 22 per cent from December 1 .. but will
now be lifted again to 32 per cent from December 14.

A man's survived a helicopter crash on a north Queensland cane farm.

The 38-year-old man from Marian was spraying weeds in the Alexandra area west of Mackay
around 7 am .. when the helicopter hit power lines.

Police say the man's been taken to the Mackay Base Hospital with a back injury.

Fed: Skilled vacancies rise 0.9 per cent in December=2

The department said skilled vacancies for 12 occupational groups rose and six occupational
groups fell in December.

The strongest increases were in building/engineering associate professionals, rising
8.2 per cent, followed by printing trade, up 7.7 per cent, and marketing and advertising
professionals, increasing 4.3 per cent.

The largest falls were in medical/science technical officers, down 7.5 per cent, science
professionals, off 5.1 per cent, and accountants and auditors, declining 2.7 per cent.

Skilled vacancies rose in four states in December, with the strongest rise in Tasmania,
jumping 6.4 per cent, followed by Queensland at 2.2 per cent and Western Australia at
1.0 per cent.

Falls were recorded in Northern territory, down 4.6 per cent, and NSW, off 1.4 per cent.

The department's ICT vacancy index was unchanged at 300.7 over the four weeks to mid-December,
27.8 per cent higher than a year earlier.

WA: Soccer player injured in Perth game brawl

PERTH, Aug 13 AAP - A 15-year-old boy received serious bruising after being knocked
unconscious in a brawl which broke out during a soccer match in Perth.

The fight began about 11.45am (WST) today after a series of taunts between players
of opposing teams, Belmont and Balga, police spokesman Ian Hasleby said.

"It resulted in a teenage player being punched in the head and kicked while he was
on the ground," Mr Hasleby said.

The boy lapsed into unconsciousness as players from both teams pushed and shoved each
other until officials restrained the fighting team members.

The injured player was treated in hospital before being released with serious bruising.

Police and a soccer tribunal are investigating the incident.

CANBERRA, April 6 AAP - A group of Papuan asylum seekers reportedly heading for Australia
still has not been sighted, Justice Minister Chris Ellison says.

He said investigations and surveillance flights were continuing in the Torres Strait area.

"As yet we can't confirm whether or not the six or seven alleged illegal entrants have
attempted to enter Australia," he told Sky News.

"We are carrying on investigations to confirm this and that's where we are at at this stage.

"The advice I have from Customs and Coastwatch is that there has been no confirmation
of the arrival of these people or their existence."

Senator Ellison said it was still a serious matter.

"Any breach of our borders is serious and the operation is ongoing," he said.

Relations between Jakarta and Canberra have been strained since the immigration department
last month granted temporary protection visas to 42 asylum seekers from Indonesia's separatist
province of Papua.

Reports emerged yesterday of another boatload of asylum seekers making their way to Australia.

MELBOURNE, Dec 8 AAP - A man who injured five children when he drove into a wall at
a primary school was wracked by guilt and remorse over the crash, a Melbourne court was
told today.

Sudanese refugee Taban Gany, 32, was drunk when he drove his car into the brick wall
at Dandenong West Primary School where children were playing on May 19.

The bricks crushed a six-year-old boy, who had to have his right foot amputated, and
an 11-year-old girl, who suffered multiple fractures to her right leg.

Another 11-year-old girl had to have 35 stitches in her head.

Gany, of Doveton, pleaded guilty at the Victorian County Court today to four counts
of negligently causing serious injury and one of reckless conduct endangering life.

His lawyer, Lachlan Carter, told the court his client arrived in Australia in January
2004 without proper education about the dangers of drink-driving.

He had since undergone treatment for his problem and had not drunk alcohol since the
crash, he said.

"He is, in my submission, wracked by guilt and remorse ... as a result of the incident
(he) has changed his life," Mr Carter said.

"This is a man who is completely reformed in response to the horror of what occurred
on the 19th of May."

Mr Carter called for Gany to receive a suspended jail sentence, asked the judge to
show mercy and take into account his particularly harsh background.

He told the court Gany grew up in a country torn apart by civil war, his father was
abducted and killed by torture when he was 19 years old and Gany spent nine years in a
Kenyan refugee camp before coming to Australia.

Crown prosecutor Ray Elston told the court the father-of-two recorded a blood alcohol
reading of 0.175 after the smash - more than three times the legal limit.

Gany, who already had a prior conviction for drink-driving, told police he consumed
four mugs of wine before he began driving to a Dandenong train station, where he intended
to board a train to Brunswick to see his two sick children on the day of smash.

The court heard that before Gany's car hit the school's 1.5 metre-high wall, it struck
two traffic signs, a tree, went through a cyclone mesh fence and hit a fire hydrant.

Mr Elston described Gany's offending as negligence "to the gross degree".

"Here we are fortunate that we don't have a fatality, but we do indeed have four young
victims who have suffered severely," he told the court.

Mr Elston rejected the assertion that Gany was not educated about the dangers of drink-driving,
saying that in his interview with police after the smash he said that he knew it was wrong.

County Court Judge Peter Gebhardt extended Gany's bail until his sentence hearing at
a date to be fixed.

JAKARTA, Feb 16 AAP - Australian companies may miss out on lucrative reconstruction
projects in tsunami-shattered Aceh as Indonesia's government favours rival bids from Malaysia
and Singapore, an Australian analyst says.

Indonesian President Susilo Bambang Yudhoyono has promised to unveil the government's
blueprint for Aceh in the next few weeks.

The plan is expected to include the building of coastal buffer zones to guard against
future tsunamis.

It will also use zoning laws to prevent the rebuilding of houses too close to the ravaged
shoreline, while setting a five-year timeline for construction of new infrastructure.

Although Australia was one of the largest international donors of humanitarian assistance
to Indonesia with a $1 billion aid package, Indonesia expert Greg Fealy warned Australian
companies seeking involvement would face stiff competition.

Malaysia and Singapore, as members of the 10-nation regional ASEAN grouping, could
grab the largest chunk of the estimated $US4 billion ($A5.1 billion) in reconstruction
projects to be allocated through a bidding process requiring foreigners to take on Indonesian
partners, he said.

"The Indonesians may well prefer to have ASEAN neighbours doing the rebuilding, rather
than having foreign companies such as Australian companies in there," Fealy told AAP.

"Now whether the Australians would want to give money to the rebuilding effort being
done by Malaysian companies remains to be seen.

"It will be interesting to see how Australians respond to that"

Malaysian Prime Minister Abdullah Badawi and Singapore's Deputy Prime Minister Tony
Tan have contacted Yudhoyono seeking involvement in Aceh's rebuilding.

More than 234,000 Indonesians died in the province when and earthquake and killer wave
struck on Boxing Day, erasing entire villages and levelling much of the capital Banda
Aceh.

More than one million homes were destroyed, along with roads, ports, bridges, water
treatment plants, hospitals and large parts of the electricity network.

There has been speculation that Indonesia's government favours Malaysian involvement
because it wants the rebuilding to have a strongly Islamic flavour.

This would reflect Aceh's status as the so-called "verandah of Mecca" and the only
province to have fully implemented sharia law.

"All of these arguments could be used to favour companies from places like Malaysia,
rather that Australian companies," the Australian National University's Fealy warned.

A group of Malaysian businessmen met the visiting Indonesian president this week for
an hour-long discussion and said afterwards they were keen to invest in Indonesia.

Indonesia's Minister for National Planning, Sri Mulyani Indrawati last week said Australia
should have input into how its tsunami aid package was spent, but that any insistence
on making the final decisions would be counterproductive.

Australia and Indonesia will discuss the package in Canberra in March.

CELL PHONES HELPING TO BRIDGE THE DIGITAL DIVIDE FOR LOW INCOME TEENS, BUT ONLINE VISITS COSTLY.

ANN ARBOR, Mich. -- The following information was released by the University of Michigan - Ann Arbor:

Without Internet access at home, teens from low income households are more likely than their wealthier counterparts to use their cell phones to go online.

But those teens with the least money who are using their phones for Internet access are likely paying the most to get online, according to a new study by University of Michigan researchers.

U-M researchers Katie Brown, Scott Campbell and Rich Ling wrote the findings in an article recently published in a special issue of the journal Future Internet.

While most teens use their phones to make calls and to text, the study revealed that 27 percent of them used the mobile devices to access the Internet. This figure jumps to 41 percent among teens living in households that earn less than $30,000 per year. Of the lower income teens, 70 percent had computers in the home, compared to 92 percent from families earning more than $30,000 annually.

The study is based on a national survey of teens in the United States, complemented by nine focus groups in four U.S. cities in 2009. The research was conducted by U-M and the Pew Research Center's Internet and American Life Project.

About 25 percent of all teens who own cell phones performed Internet functions incuding visiting social networking sites. The data show that 21 percent of teens used their phones to email, while 11 percent shopped online.

Cell phone plans that include Internet access are expensive, and tend to be slower than computer Internet service. Mobile Internet access was also higher among minority teens who are less likely than white teens to have a computer in the home, with 44 percent of African American teens and 35 percent of Hispanic teens using their phones to go online.

Researchers note that teens from higher income households are more likely to be on family plans paid for by someone else. In contrast, 31 percent of teens from households earning less than $30,000 per year are on a family plan paid for by someone else, with 23 percent paying for their own entirely.

Paying for their own phones, as well as having their own contract, is associated with using more of the service's features, especially those that require Internet access, such as email, instant message, sharing pictures and videos, accessing social networking sites, and making online purchases.

In 2009, 40 percent of teens in the study who paid their entire cell phone bill used their phones to access the Internet, compared to 23 percent of teens who paid part of their bill and 26 percent who paid none.

"The willingness of poor people to pay for Internet access underscores the idea that net access is not just "nice to have" but that it is increasingly seen as a necessity," the researchers wrote.

Among black and Latino teens with household incomes less than $30,000, 63 percent paid for some or all of their mobile phone use, compared to 29 percent of teens in general. Forty-four percent of black teens and 35 percent of Latino teens with mobile phones use them to access the Internet, compared to 21 percent of white teens.

Churches are not traditionally early adopters. BEIJING/WASHINGTON: China sought on Friday to play down a threat by Google Inc to quit the country on hacking and censorship concerns, but the United States said it will formally express concern over the cyber attacks the

Internet search giant said originated in China.

A spokesman for China s Commerce Ministry said there were many ways to resolve the Google issue, but repeated that all foreign companies, Google included, must abide by Chinese laws.

"Any decision made by Google will not affect Sino-U.S. trade and economic relations, as the two sides have many ways to communicate and negotiate with each other," spokesman Yao Jian told a regular news briefing in Beijing.

"We are confident about developing healthy trade and economic ties with the United States."

Yet the U.S. State Department said on Friday it will ask China to explain the attacks.

"We will be issuing a formal demarche to the Chinese government in Beijing on this issue in the coming days, probably early next week," U.S. State Department spokesman P.J. Crowley told reporters.

"It will express our concern for this incident and request information from China as to an explanation of how it happened and what they plan to do about it," the spokesman added. A demarche is typically delivered in person by a diplomat oversees to a foreign government to formally protest a policy

or action.

The issue risks becoming another irritant in China s relationship with the United States, already strained by arguments over the Chinese currency s exchange rate, trade protectionism and U.S. arms sales to Taiwan.

The United States has backed Google s decision to no longer support China s censoring of Internet searches, and has raised the issue at a diplomatic level.

One senior Obama administration official said it was too soon to tell how economic ties would be affected, but added free information flow was crucial to China s maturing economy.

ATLANTA - What a difference a year can make.

At last year's Risk & Insurance Management Society Inc. conference in Toronto, only a handful of exhibitors introduced risk and benefit managers to new online employee benefit and workers compensation offerings.

And those offerings were limited to exhibitors' individual World Wide Web home pages, not actual Internet-based applications.

While many of the exhibitors marketing to benefit managers at this year's RIMS conference in Atlanta have built or are building World Wide Web sites for marketing purposes, several vendors have gone a step further and are offering new online applications for their clients.

Among the companies demonstrating new online wares for benefit managers was AIG Healthcare Management Services Inc.

In conjunction with OCI, a Cheyenme, Wyo.-based health care information technology company, AIG HMS unveiled its new integrated disability management system for clients using Internet technology.

The OPTIS System is designed to provide risk and benefit managers "a sense for the costs and risks in their employee population," said Michael A. Turner, vp-business development for OCI in Woodstock, Ill.

The system enables benefit managers to build a custom integrated data base by which they can obtain instant access to employee medical and disability information across all benefit programs, including group health, workers compensation and long and short-term disability.

With access to all the information, benefit managers then can analyze and generate reports online.

Benefit managers can access the system, for example, and evaluate the distribution of health benefit costs by employee populations. The system further allows benefit managers to evaluate characteristics and demographics of certain populations, which in turn provides them useful trend data.

"We have as an industry managed claims and medical payments to death," Mr. Turner said. "We have squeezed all we're going to squeeze out of managed care and case management."

Those are really medical-oriented approaches to saving group health care costs, he said. "We believe you need to take a person-centered approach and focus on the employee, not the benefit plan."

And the "sexy" thing about this, is benefit managers can do this analysis via the Internet, Mr. Turner said. The Internet "is a great way to distribute information, and we can do it securely," he said. "It sure beats sending over reams of paper."

The OPTIS system includes such firewalls as individual passwords and encryption to guard against information getting into the wrong hands.

AIG HMS began marketing its integrated information system in January.

"We've had a lot of interest here at the convention," added Beverly Cottle, director of marketing for AIG HMS in Atlanta.

Another exhibitor hoping to gain benefit managers' attention for its new online product is Boston-based Mosby Consumer Health.

The health care systems company is seeking employers and health care providers that would be interested in participating as beta testing sites for its new Mosby's Health Odyssey Online system.

The new Internet-based system consists of a vast content library that houses raw electronic health and medical information and a variety of Web-based applications, explained Dale Ann Matthews, director of sales and electronic licensing for Mosby Consumer Health in Salt Lake City.

The online system is targeting benefit managers, managed care companies, insurers and other health care providers that need to distribute health care information to employees, patients or members, for example, Ms.

The open architecture of Mosby's system allows benefit managers, for example, to draw from the database and create custom-designed applications, such as corporate health newsletters.

"We have over 5,000 pages of medical information for consumers," she said.

The content currently consists of Mosby's consumer medical encyclopedia, its guide to self-care and its health and wellness articles.

One of the applications on Mosby's system is health risk appraisals and personalized lifestyle recommendations. Employees, for example, can complete a multiple-choice form about their lifestyle and immediately receive an on-screen appraisal of his or her health. Eventually, the system will allow employees to receive periodic lifestyle recommendations.

Employees have the choice to have their information kept confidential or have it sent to their employer, which provides benefit managers with useful trend data.

Downers Grove, Ill.-based HealthCare Compare Corp. was also demonstrating a new online application.

The managed care company is marketing a new directory of providers via the Internet for benefit managers needing quick and easy access to a list of providers or hospitals in HealthCare Compare's nationwide network.

The Internet-based service does not contain any downloading features, said Tim Mooney, assistant vp-national accounts. Its intent is to reduce time and effort as well as to go a step further in obtaining a paperless environment, he said.

ANAHEIM, Calif.--Nov. 30--CNNfn will become the first news channel to be launched simultaneously on cable TV, the Internet and desktop computers when it airs Dec. 29.

New technology will enable Turner Broadcasting System Inc.'s latest channel to offer continuous sound and film to computer users. They'll also be able to record and save any of the financial news channel's shows on their computers.

"We conceived CNNfn as a network with different streams of complementary data, " says Harry Motro, vice president of CNN Interactive. "With CNNfn's new media elements, viewers have many ways to augment the news on-air, giving them unprecedented choices and depth of business information."

CNNfn also announced Wednesday that it had added another 1 million subscribers by gaining the important New York City market. Time Warner Cable's Manhattan system has agreed to offer the new channel, beginning Jan. 2. Time Warner Cable's parent, Time Warner, and Turner Broadcasting plan to merge, pending regulatory approval.

With the addition of New York, CNNfn will have 5.5 million subscribers, a good start in today's highly competitive market. But CNNfn is small compared with its main competitor, CNBC, which has 50 million-plus subscribers.

One way CNNfn is trying to distinguish itself from CNBC is through technology.

From day one, CNNfn will have a site on the Internet's World Wide Web at http ://www.cnnfn.com. This home page will offer more than stock quotes, background stories, company profiles and transcripts. It will also have multimedia presentations of business news that include sound, video and text.

In addition, users will be able to ask questions and make comments on the Web page, which will then be shared on the air.

Turner Broadcasting has already teamed up with computer chip giant Intel to offer a product called CNN at Work, which delivers CNN live to desktop computers.

Users will be able to track stocks. They'll also be able to search for and save stories of particular interest throughout the day.

Revolution hits Goodby: How the creative kings went digital; Work for Comcast, HP, Saturn, shows that shop has changed its game.(Special Report: Digital A-List)

Ask someone in the know about Goodby, Silverstein & Partners eighteen months ago and you'd often see a sort of sad look come over their face as they explained that the shop was one of the greatest TV and print agencies of all time, but looked like getting left behind in this digital age. Ask them today and the story is much happier-Goodby, they will tell you, is back and better than before.

If you want evidence that the digital revolution has reached the San Fran shop, take a look at the work: Check out the cowabduction website for the California Milk Processors Board, or Goodby's use of interactive techniques to transform GM's Saturn car brand, or, if you haven't seen it yet, the e-mailable Comcast marionette. All make a great case that this shop is not what it was.

"A couple of years ago, there was a lot of introspection about what our involvement in interactive would be,'' says Jeff Goodby, co-chairman of the shop with Rich Silverstein. "We wanted to be more like the Crispin [Porter & Bogusky] and R/GA people.''

How to get there? Take away media-based silos and ramp up interactive resources-really ramp them up. In just a year, Goodby has gone from devoting 20% of its manpower and content investment in interactive work to spending about 60% in the area. And it changed how it operates.

"We've always been considered a conservative company,'' Mr. Silverstein says. "But a year ago, we made the decision to create a very different agency and to get rid of titles that restricted talent to a particular role.''

With about 400 employees, Goodby is a modest-sized agency. "I credit our success and our ability to stay ahead of the curve with our nimble size,'' says Goodby Creative Director Will McGinness.

"We have the power to consider `What would people want to sit with and experience?' and then go and create just that.''

IT'S `COMCASTIC'

Faced with increasing competition from satellite TV and telephone companies, cable operator Comcast set out this year to transform its image to an entertainment provider from that of a utility service.

Goodby brought that entertainment to the brand in droves with a hilarious send-up of the classic "$25,000 Pyramid'' game show and the make-your-own marionette that was consumers e-mailed to each other.

"A big part of what makes Goodby Silverstein such a great partner is that they bring us bold and innovative ideas to reach consumers in interesting and unexpected ways,'' says Marvin Davis, senior VP-marketing for Comcast.

Mr. Davis says Goodby's work on its "Comcastic'' campaign, including the microsites for "Comcastic,'' The Slowskys and Culture Fool, has "helped extend our brand by giving consumers new ways to further interact with our products and messages.''

"The key is figuring out what part of the overall story should be told using different channels,'' says Hashem Bajwa, media planner and director of the Digital Lab at Goodby.

The internet was essential to Hewlett-Packard's "The computer is personal again'' campaign, which strove to surround consumers with the marketer's ode to individuality.

"You have to find the truth in the company,'' says Mr. Silverstein. "PCs are just a commodity business, but PC means personal computer. We're all walking around with these personal autobiographies.'' HP is putting tools online so consumers can create their own campaign ads.

Goodby's team is now working with Google to push the limits of online advertising.

For GM's Saturn brand, Goodby is testing experimental ads in six U.S. cities. Using Google Earth technology, consumers who click on seemingly normal banner ads for the Saturn Aura are surprised with a satellite view of the earth that rapidly zooms in on their hometown dealerships.

Like nearly every agency, Goodby has experimented with YouTube, with mixed results. Two short films that the agency made for Specialized Bicycles illustrate the agency's experience: one, a fake news report about a biker who outraces a police car, was viewed 82,000 times on YouTube; the other, a cartoon about a mountain biker who ignores a danger sign only to be clawed by a bear, gnawed by piranhas, struck by lightning and chopped by an ax, was seen less than 10,000 times.

Goodby is also wrestling with marketers' unfamiliarity with interactive costs. "To grow this kind of [interactive] capability costs a lot of money,'' said Mr. Goodby. "When they see the hourlies [rates for interactive], they say, `Wow.' ''

"If you walk into an agency,'' adds Mr. Silverstein, "the person who's there at 7 a.m. or 2 a.m. is probably the internet guy. A lot of [our work] is being given away at the moment, but that's the price you pay for being ahead of the curve.''

More economic gloom as Shell axe 3,000 jobs.

GLOOM over the economy grew yesterday after group Royal Dutch Shell confirmed it is to cut 3,000 jobs across Europe.

The bad news at the oil giant was partly offset by a better outlook in Scotland with the creation of 700 jobs by a Taiwanese high tech company. But 90 people are to be made redundant at Scotland's biggest paper mill.

Management at Caledonian Paper in Ayrshire say the layoffs of more than 20 per cent of the workforce is the only way to safeguard the company.

Shell's slim down comes after the oil giant announced a review of its poor performance last September in the wake of sliding oil prices and the soaring pound.

Yesterday the firm declared a radical restructuring of the Shell Europe Oil Products Division would definitely go ahead.

It was revealed last night that up to 700 UK Shell jobs will be axed as part of the cutback.

Some 290 will go with the closure the Shell Haven refinery on the Thames estuary in Essex.

A further 350 driver jobs will be lost when the company's tanker fleet is put out to tender. Other job losses will take it up to 700, a company spokesman said.

Shell bosses blamed a slide in world oil prices for the job losses.

But that was not the only factor.

The high value of sterling is also partly to blame.

But the grim news at Shell was eased slightly by the expected announcement of a jobs boost for Scotland.

It has been confirmed that up to 700 new jobs are to be created in Silicon Glen through an investment by a Taiwainese electronics firm. The Universal Scientific Industrial Company announced plans for a [pounds sterling]15 million plant in Irvine, Strathclyde, to become its European manufacturing base. The company, which makes electronic and computer components, said the workforce would build up to 700 over two to three years, on a 27-acre site in Irvine.

Bank of England Governor Eddie George was accused yesterday of 'destroying' the British economy with high interest rates during a 'chat' on the Internet.

In an hour-long chat on a Department of Trade and Industry website, Mr George was asked by John Moore in Cater-ham, Surrey: 'When will you work it out that your interest rate policy has destroyed the economy?' Mr George replied: 'The economy has been growing at 3 per cent for the last five years and unemployment is at its lowest for 18 years - that is not a destroyed economy.'
